ATF E-Form 4473

Topic Overview

All licensed manufacturers, importers and dealers of firearms must complete the ATF Form 4473 – Firearms Transaction Record. System Five e-Bound Book optimizes your workflow through the integration of the e-Form 4473 with System Five's Point of Sale module to streamline the completion of the form in the process of selling a firearm. Here's how you can benefit from the integration:

The ATF e-Form 4473 contains Buyer (Transferee) information and Seller (Transferor) information. The completion of the Buyer's and Seller's portions happens consecutively. For the Buyer's portion, have your customer fill in the information by providing him or her access to a tablet or a kiosk, or by flipping your monitor around. After your customer has completed his or her portion, proceed with the Seller's portion.

Access

The integration of the ATF e-Form 4473 with System Five requires the following:

  1. Pervasive SQL Database version 10 or greater.
  2. System Five Application Server and System Five Document Server installed.

Note: System Five Application Server and System Five Document Server are both part of the S5AppServerSetup.exe install package and must be installed in two separate folders.

  1. Connection to a printer.
  2. Google Chrome installed on machines that will access the Web App.
  3. Settings for the following: System Five, System Five Application Server, and System Five Document Server.

To log in to the System Five Application Server, enter your credentials and click the [Login] button (Figure 1).

Note: To ease your workflow, log in at the beginning of the day and let the System Five Application Server run throughout the day. You can avoid having to log in multiple times throughout the day by raising the session timeout value from the [Server Connections] tab, as shown in Figure 2.

Entries Requiring The E-Form 4473

After logging in, a screen will display all the invoices that require the e-Form 4473 (Figure 3). Select the appropriate invoice to call up the Buyer's portion of the form (Buyer (Transferee) Part — Section A) and start the form completion process.

Within System Five, you can view the list of invoices that require the e-Form 4473 by navigating to Point of Sale > Edit Sale and selecting the [Sub Type: R Requires 4473 F] filter, as shown in Figure 4.

Buyer (Transferee) Part — Section A

As required by ATF, the Buyer must personally complete Section A of the e-Form 4473. Have your customer fill in the information (by providing him or her access to a tablet or a kiosk, or by flipping your monitor around) and notify you of the completion of this section.  

How to Complete The Buyer Part

  1. The Buyer completes the information questionnaire by stepping through each of the screens (Figures 5a-c). Fields marked with an asterisk (*) are required.

  1. The Buyer previews the information before certifying it (Figure 6).

  1. The buyer agrees with and certifies the information by clicking the [I agree with and certify the above statement] button (Figure 7). When the buyer clicks this button, the record is released and processing can continue in the Seller Part.

How to Navigate The Buyer Part

Each screen of the Buyer part connects to a quick reference guide for the information to be filled in. To call up the reference guide, click the button, and scroll down to view the desired notice, instruction, or definition (Figure 8).

Missing information in any of the required fields (marked with an asterisk (*)) is flagged at each step in the form completion process (Figure 9). Users cannot navigate to the next screen unless all required fields have been populated.

The information entered can be reviewed at any time prior to certifying it. Clicking the [Preview] button brings up a PDF version of the form containing the information entered.

Displays the previous screen.

[Close]

Closes current e-Form 4473 and erases the data.

[Preview]

Displays a PDF version of the form containing the information entered.

[Next Step]

Displays the next screen.

(On Buyer's Part only) Allows the Buyer to add a second residence address.

Allows the user to confirm that the information provided is true, correct and complete.

Ends the form completion and prevents the user from returning.

(On Buyer's Part only)  Signals completion of the Buyer Part and prompts the Seller to complete the Seller Part – Sections B & D.

Seller (Transferor) Part — Sections B & D

Once the Buyer has completed his or her part of the e-Form 4473, the Seller Login screen is displayed, signalling that you can start your portion of the form (Figure 11).

How to Complete The Seller Part

  1. Click the  [Proceed to Seller's Entry] button to start the form (Figure 11).

  1. Fill in the information questionnaire by stepping through each of the screens (Figures 12a and 12b). Fields marked with an asterisk (*) are required.

  1. Preview the information before certifying it (Figure 13).

  1. Agree with and certify the information by clicking the [I agree with and certify the above statement] button (Figure 14).

Once you have certified the information, a PDF version of the form will be automatically generated  (Figure 15).

Tracking The E-Form 4473 in System Five

The e-Form 4473 is stored against the invoice for later recall. To track the form:

  1. Navigate to Point of Sale > Edit Sale and bring up the desired invoice by double-clicking it.
  2. Click the [Options] tab and select Invoice Options > Attached Documents from the drop-down menu to call up the PDF version of the form (Figure 19).
